Veterans face addiction at rates significantly higher than the civilian population — and they face it with a unique set of risk factors, barriers, and treatment needs that generic addiction programs are not equipped to address. Hope Harbor Wellness is in-network with TRICARE and the VA Community Care Network (VACCN), and our clinical team has direct experience treating the co-occurring presentations most common in the veteran population: combat trauma, TBI, moral injury, chronic pain, and opioid use disorder.

Why Veterans Need Specialized Addiction Treatment
The veteran population’s elevated rates of substance use disorder reflect specific risk factors that are not adequately addressed by general addiction treatment: combat and operational trauma that frequently underlies both PTSD and substance use as self-medication; chronic pain from service-connected injuries that may have been managed with opioids; moral injury — the specific form of psychological distress from participating in or witnessing events that violate a person’s moral code; traumatic brain injury (TBI) that disrupts emotional regulation and increases addiction vulnerability; and the cultural norms of military service that create barriers to help-seeking, including the stigma of mental health treatment as weakness.
In the Northwest Metro Atlanta corridor — which includes Dobbins Air Reserve Base in Marietta and a significant veteran population across Cobb, Paulding, and Douglas counties — these clinical presentations are common in our client population. Our clinical team approaches veteran treatment with specific awareness of these dynamics and with evidence-based approaches — particularly EMDR for trauma — that are designed for the presentations most common in combat veterans.
TRICARE and VACCN Coverage at Hope Harbor Wellness
Hope Harbor Wellness is a TRICARE-certified outpatient addiction and mental health treatment provider, accepting TRICARE through Humana Military (TRICARE East Region, which covers Georgia). We are also an approved VA Community Care Network (VACCN) provider, enabling eligible veterans to access our services through their VA benefits.
TRICARE covers PHP, IOP, MAT (including buprenorphine/naltrexone), individual and group therapy, psychiatric evaluation, and EMDR for PTSD — all core components of our veteran programming. VACCN coverage for community care addiction treatment is available for veterans eligible for VA-referred community care. Our admissions team handles benefit verification and prior authorization for TRICARE and VACCN members.
Programs Available to Georgia Veterans
Partial Hospitalization Program (PHP) — TRICARE Accepted
Five days per week of intensive outpatient treatment — appropriate for veterans with significant PTSD, opioid use disorder, or dual diagnosis presentations who need high-intensity clinical structure while maintaining community connection. TRICARE Prime requires referral; TRICARE Select provides more direct access.
Intensive Outpatient Program (IOP) — TRICARE Accepted
Three days per week — appropriate for veterans who can manage work and family responsibilities alongside structured treatment. Evening scheduling is available for veterans with employment obligations.
Medication-Assisted Treatment (MAT)
Buprenorphine (Suboxone) and naltrexone (Vivitrol) MAT for opioid and alcohol use disorder. TRICARE covers MAT medications as a covered benefit. Same-day MAT evaluation is available for veterans presenting in early opioid withdrawal.
EMDR for Combat Trauma and PTSD
EMDR (Eye Movement Desensitization and Reprocessing) is both a TRICARE-covered service and the highest evidence-based treatment for PTSD — more effective than medication alone for combat-related trauma. Our therapists are trained in EMDR and apply it specifically within the veteran treatment context: moral injury, hypervigilance, operational trauma, and the particular texture of military service-related PTSD.

Co-Occurring Conditions We Treat for Veterans
- PTSD and addiction: Integrated treatment of both simultaneously — the most effective clinical approach. Treating addiction without trauma perpetuates the underlying driver of use.
- TBI and addiction: Traumatic brain injury changes emotional regulation and risk-taking behavior in ways that increase addiction vulnerability. Our clinical team adapts treatment approach for clients with TBI history.
- Chronic pain and opioid use disorder: Many veterans developed opioid use disorder from legitimate pain management for service-connected injuries. We coordinate non-opioid pain management approaches alongside OUD treatment.
- Depression and anxiety: Extremely common in the veteran population. Treated simultaneously with addiction through our dual diagnosis programming.
- Moral injury: The specific grief and psychological burden of actions taken in combat that violate a person’s values — distinct from PTSD and requiring specific therapeutic attention.
