What Is an Employee Assistance Program (EAP)?
An Employee Assistance Program is an employer-sponsored benefit that provides confidential counseling, mental health support, and referrals to addiction treatment — typically at no cost to the employee for an initial number of sessions. EAPs exist because employers understand that untreated mental health and substance use disorders cost companies significantly in lost productivity, absenteeism, accidents, and turnover — and that helping employees access treatment early protects both the employee and the employer’s investment.
EAPs are provided by independent third-party administrators — not your employer directly. The people answering your EAP calls are not your HR department. The benefit is specifically designed to be confidential from your employer. Common EAP providers include Cigna EAP, Aetna EAP, ComPsych (GuidanceResources), Optum EAP, Magellan Health, New Directions, and many others.
Most EAPs provide: 3 to 12 free counseling sessions per issue per year; referrals to in-network addiction treatment programs; assistance with FMLA paperwork; financial counseling; and legal consultation. The number of free sessions and the scope of services varies by employer contract.
Does EAP Cover Drug Rehab and Addiction Treatment?
EAPs provide varying levels of addiction treatment support depending on the employer’s EAP contract. There are three common EAP models:

How EAP Works Alongside Your Commercial Insurance
EAP and commercial insurance are two separate benefits that work in sequence — not in competition. The typical pathway for using both for addiction treatment:
- Call your EAP number (on the back of your insurance card or from HR) and request an assessment for substance use or mental health treatment.
- EAP provides 2–8 free assessment sessions and a clinical recommendation — typically “PHP” or “IOP” — and a list of in-network providers (Hope Harbor Wellness should appear on most major EAP networks).
- EAP issues an authorization code for the recommended level of care.
- Treatment begins at Hope Harbor Wellness — your commercial insurance (BCBS, Cigna, Aetna, etc.) is billed for the ongoing treatment cost. The EAP assessment sessions are already covered separately.
- Some EAP contracts provide a bridge benefit covering the first few days or the deductible portion of treatment — this varies by employer contract.
Practical tip: Call your EAP before calling your insurance company. EAP intake counselors are specifically trained to navigate the treatment access process and will often facilitate authorization faster than calling insurance directly. They can also provide clinical documentation that supports prior authorization for PHP or IOP.
Common EAP Providers and How They Work With Hope Harbor Wellness
- Cigna / Evernorth EAP: Hope Harbor Wellness is in-network with Cigna. Cigna EAP assessments typically produce referrals for PHP or IOP with Cigna commercial insurance handling the treatment cost.
- Aetna EAP / Resources for Living: Hope Harbor Wellness is in-network with Aetna. Aetna EAP referrals transition to Aetna commercial insurance for PHP and IOP treatment.
- ComPsych / GuidanceResources: One of the largest EAP administrators. ComPsych refers to provider networks based on your employer’s contract — call us to confirm your specific plan’s coverage.
- Optum EAP: Hope Harbor Wellness is in-network with Optum/UHC. Optum EAP referrals transition to UHC commercial coverage for ongoing treatment.
- Magellan Health EAP: In-network with Hope Harbor Wellness. Magellan EAP referrals are common for PHP and IOP authorization.
- New Directions Behavioral Health: In-network. New Directions administers EAP for a significant number of Georgia employers.
EAP Confidentiality — What Your Employer Actually Sees
EAP benefits are legally required to be confidential. Your employer receives only aggregate, de-identified data from the EAP administrator — total number of employees who used the benefit and general utilization categories. Your employer does not know you called the EAP. They do not know your diagnosis. They do not know whether you enrolled in treatment or what kind.
The only exception: if you request FMLA leave for treatment, your employer knows you are taking medical leave. They do not know the specific condition unless you disclose it. FMLA paperwork submitted by Hope Harbor Wellness states “serious health condition requiring treatment” — the specific diagnosis is not disclosed without your consent.
Substance use disorder treatment records at Hope Harbor Wellness are also protected by 42 CFR Part 2 — the strictest medical privacy standard in federal law. We cannot disclose your treatment to anyone, including your EAP provider, without your explicit written consent.
Combining EAP with FMLA for Maximum Job Protection
EAP and FMLA work together powerfully for employed adults in treatment. The EAP provides clinical assessment, referral, and often documentation support. FMLA protects your job. Your commercial insurance covers the treatment cost. The combination means you can enter PHP — five days per week, six hours per day — without losing your job, your income (if using PTO or STD concurrently), or your benefits while you get the clinical intensity you need.

How to Use Your EAP Benefit for Addiction Treatment — Step by Step
- Find your EAP number. It is on the back of your health insurance card, in your employee benefits portal, or call HR and ask for the EAP number. You do not need to tell HR why you are asking.
- Call the EAP. Tell them you are seeking help for substance use or mental health concerns and want an assessment. This call is confidential.
- Complete the EAP assessment. The counselor will ask about your history and recommend a level of care. For PHP or IOP-appropriate presentations, they will provide an authorization code and a list of in-network providers.
